The Guangzhou Municipal Planning and Natural Resources Bureau recently released an implementation plan for the pilot reform to improve land use efficiency in the city, according to a report by the China Real Estate Business. The plan introduces 31 supportive measures across six key areas, namely land system, industrial land, revitalization of existing stock, underground space, urban-rural markets, and marine development. Among the specific measures, self-held commercial housing that was created during the property boom through the "self-hold bidding" mechanism to control land prices is now allowed to be put on the market for sale in areas where the destocking cycle is under 18 months, provided developers pay the required land transfer fees.
